I personally don't know enough about Poland to verify this, but I do know that there are plenty of cities and countries in Europe, South America, and plenty of other parts of the world that make the murder rate/crime rate in general in said Bay Area cities pale by comparison, so making such an assumption seems kind of ignorant to me.
