The letter ‘c’ in Latin is always hard (/k/). The softening is (I think) a result of influence from the Romance languages. Similarly, the consonantal ‘v’ is pronounced /w/, and ‘g’ always hard (/g/). P.S.: ‘veni vidi vici’ = ‘way-nee wee-dee wee-kee’
